You found the home. You shook hands on the price. Now comes the part nobody warns you about – the weeks of administration between “deal agreed” and “keys in hand.”
For most buyers in Singapore, the gap between offer and move-in is longer than expected. And within that gap, there are specific windows when you need to be making decisions – including booking your movers. Get the timing wrong and you could be scrambling for a slot on one of the most stressful days of your life.
Here is what the full timeline actually looks like, from the moment you agree on a price to the day the moving truck pulls up.
Stage 1: The Option to Purchase (OTP) – Your Clock Starts Here
The first document you sign is the Option to Purchase, or OTP. This is a legally binding agreement that gives you the right to buy the property at the agreed price.
For HDB resale flats, the OTP is valid for 21 calendar days from the date it is issued. During this window, you need to arrange your finances – whether that is an HDB housing loan or a bank loan – and decide whether you are proceeding with the transaction. If you want to move forward, you exercise the OTP before the 21-day window closes by submitting your resale application to HDB and paying the option exercise fee. The option fee is capped at $1,000, and the option fee and option exercise fee combined is capped at S$5,000.
For private resale properties, the OTP period is typically 14 days, though this is negotiable between buyer and seller.
You exercise the option by signing it and paying the option exercise fee to your conveyancing lawyer, who then formally delivers both to the seller’s lawyer. The option fee is typically 1%, while the option exercise fee is typically 4%, making the total deposit 5% of the purchase price. However, these figures are subject to mutual agreement between the buyer and seller.
At this stage, moving day is still roughly three to four months away (option completion is about ten to twelve weeks; renovation may take two weeks to a month or more). But it is not too early to start researching movers.
Stage 2: Submission, Review, and Legal Completion
Once you exercise the OTP, the process moves into a more administrative phase – but the timeline is still ticking.
For HDB resale, after you submit your resale application, HDB takes up to 28 working days to review and process it. This covers eligibility checks, loan verification, and CPF usage. Once HDB gives the green light, they schedule the completion appointment, which will be around 8 weeks after your submission date.
In total, from the day you exercise the OTP, you are looking at roughly three months before you collect your keys. If you factor in the 21-day OTP period at the front, the full journey from offer to keys is typically four months.
For private resale, your lawyers conduct the necessary title searches, arrange for loan disbursement, and handle the transfer of ownership. The sales completion date is usually stated in the OTP itself – most private resale transactions complete within ten to twelve weeks from exercise, though this varies based on what both parties agree to.
Stage 3: Key Collection
Key collection is the milestone everyone is counting down to, but it is not the finish line – it is the starting gun for the next phase.
For HDB resale buyers, key collection happens at your HDB completion appointment. Both parties attend in person (or are represented by lawyers), the final payments are made, and the keys are handed over.
For private property resale buyers, key collection is typically coordinated through your lawyer, who confirms once all payments have been made and the title has been transferred.
For resale properties, they are bought as-is, so defect checks are usually not done. However, any visible defects can be used during negotiations to negotiate down the price.
In contrast, for new homes – BTO Flats and New Launch Condos – a defect check is standard practice before move-in as these homes come with a 1 year defect liability period, during which HDB and private developers are legally obligated to fix any defects at their own expense. Stage 4: The Window Before Move-In
After your key collection, most buyers need at least a few weeks before they are ready to move in. This window typically covers:
- Renovation – if you are doing any works, factor in that even a light renovation can take two to four weeks from start to finish
- Deep cleaning – especially important for resale properties
- Furniture delivery – a few days to a few weeks depending on whether the stock is readily available or not
This is your ideal window to lock in your movers. Once you have a rough move-in date in mind, it is advisable to engage your movers early, especially if you are moving during weekends or month-end periods when demand tends to be higher.
